HUNTINGTON BEACH – Joey Ray Hawkins, a 1990s world longboard champion and Huntington Beach surf legend, was recently arrested on suspicion of being under the influence of methamphetamine while sitting in his car with a loaded 9 mm handgun near the city's youth shelter, officials said.

Hawkins, 39, who won the ASP world longboard championship in France in 1992, pleaded not guilty Monday to two felony charges of possessing methamphetamine while armed and of possessing the drug.

"He is very well known – one of the few world champions in Huntington Beach," John Lyman, a Surf City local since the 1960s, said after hearing about the arrest. "He never really took his surfing championship and did anything with it ...He just kind of faded into the scene."

An employee of the Huntington Beach Youth Shelter in Central Park called the police department about 9:15 p.m. Nov. 5 to report a suspicious man walking around the building, police spokesman Lt. Russell Reinhart said.

Police contacted Hawkins in his vehicle and discovered that he was under the influence of methamphetamine and had a loaded gun, police said. Officers also discovered drug paraphernalia, court records show.

Hawkins did not have a connection to the shelter, which offers support to runaway and troubled youths, police Chief Ken Small said.

Hawkins, a surfer and skate boarder, would use skate moves on the longboard, which drew criticism from competition judges, Lyman said.

"He was a kind of a progressive surfer – using modern moves on the surf board and he was very good at it," said Lyman. "A lot of the judging was done on old time surfing."

Hawkins was vocal about his opposition to the judges and dropped out of the surf scene. Lyman said he has not heard from Hawkins recently.

Hawkins also pleaded not guilty Monday to misdemeanor charges of being under the influence and possession of controlled substance paraphernalia. Among the charges was an enhancement for having a gun while committing a felony.

Hawkins, who has not previously been charged with a felony in Orange County, is being held at the Orange County jail on $40,000 bail. His occupation was listed as an unemployed phlebotomist.

A preliminary hearing is set for Nov. 24 at the Westminster Courthouse.
